This question was brought to the forefront by the Eldest Son Perospero himself after The Family was knocked off of the Waterfall entrance into Wano by The Beast Pirates All Star King. Most people much like the younger brother Daifuke, would instantly choose the stronger of the pair to Rule over the Kingdom.
While that would seem like the correct Or Obvious choice, you have to also consider the personality & mindsets or both brothers! and when you acknowledge at certain moments it’s clear to see who truly has the Families Best Interest in mind.
This is the Level of Individual Power that many would want to lead them in the New World but at the same time in this very battle, Charlotte Katakuri had quite honestly, selfishly put his own personal Feelings & morals above that of his Crew & Family.
Despite knowing of Luffy’s intention to return to Whole Cake in an effort to Topple his Mother, Katakuri is somewhat pleased to hear of this & is even glad to learn of Strawhats escape from the Territory.
Katakuri not doing everything in his power to ensure that The Big Mom Pirates eliminate Strawhat Luffy for his actions makes him the lesser choice of the Two Brothers. Perospero would not put his feelings over the family Reputation.
Perospero even though he lacks the Combat Skills of Katakuri, has proven to be a very resourceful & Devoted Elder Brother of the Family. after narrowly escaping death at the hands of Pedro, he was able to immediately regain composure in order to assume command of Big Moms forces alongside Montd’Or.
For over Ten Hours Perospero ignored his serious Injuries & continued to lead the family in their time of need! he did not waste complaining to his family about the situation, he only focused on keeping the damages to a minimum & capturing their Invaders.
He Put his Life in Jeopardy in Order to buy time for them to come up with a Plan to satiate or Stop their rampaging mother & this is after she had just slain Brother Opera.
Even now after hearing of their alliance with Kaido, Perospero intends on making sure their family/Crew alone is left standing. he’s not fearful of the opposition in the slightest & that’s surely due to his devotion to the family as the Eldest Son.
