In Chapter 957, Sakazuki stated that the Marines don’t have the Manpower to Invade Wano. Many People believe that its because the Marines are weaker than 2 Allied Yonko Crews. But that isn’t the case.

The Marines clearly says that they are too Busy even before the News of the Alliance came up and they can’t handle that because they are already full. Now let’s see what the Marines are busy with and why they don’t have the Manpower to invade Wano Kuni

1. The Shichibukai System is Abolished

Means, the Former Shichibukai are all wanted Pirates now. We saw Vice–Admiral Stainless going after Buggy and Koby going after Hancock. I don’t think Koby is alone. Kuja Pirates are a Strong Pirate Crew, At least 1 Vice Admiral has to be with him, Maybe more. And we can assume that some Vice Admirals Went after Mihawk and Weevil as well.

2. Fujitora is Unavailable

Fujitora Issho is out of the HQ on Duty. For some reason, Issho has been sent out. We don’t know where Fujitora currently is. Many people speculate that he is in the Calm Belt because of the Sea King present. This could be true and there is a Huge Possibility that it’s not true.

3. Sabo Incident

Something Happened to Sabo and Dragon says We need to ascertain the Truth. So, the Marines will be cautious about the Revolutionaries. They might be expecting an Attack from the Revolutionary Army.

4. Escorting Kings

Garp is in Fishman Island as he was escorting King Neptune and others back to Fishman Island. Similarly, some other Marines will also be out of HQ for similar reasons as there were 50 Kings in the Reverie. Most of the Kings will need the help of the Marines to get back to their home safely

5. The Alabasta Incident

Something happened at the end of the Reverie and the Alabasta Kingdom is involved in it. Garp says that Marines are using their Full Resources to solve this Matter.

The Marines have to deal with the Revolutionary, Shichibukai and Reverie just ended and many things happened there including an Attempted Murder and a Death. The Alabasta Kingdom is involved as well. And the Kings need escorting. That is why the Marines said, “we are too busy to do anything else”. It was stated Twice. They were too busy even before the Kaido – Big Mom Alliance News reached them

This is backed up by Sakazuki’s statement “We don’t have the Manpower to spare on this at the moment“. Clearly hinting that if they weren’t busy, they would have the Manpower to invade an island which has 2 Yonko Crew and Samurai allied together. Its not just Kaido and Big Mom, Orochi and his Samurai are Strong as well

Now, if they decides to Invade Wano, they can’t just go all out and send the Entire Marine Force to Wano. No. They have to defend the Marine HQ. Just like Big Mom left 2 of her Sweet Commanders in Whole Cake Island to defend it, the Marines has to leave about 2 Admirals to defend it.

The Marine HQ is Very Important to the Marines and Sengoku clearly stated that during the Marineford War. Which means, they can only send about Half their Force to Wano Kuni.

That’s the reason why Sakazuki and Koby said that the Marines don’t have the Manpower to Invade Wano. From Sakazuki’s Statement, if they werent busy with other works, they will have the Manpower to Invade Wano. And I believe the Marines will show up at the End of the War with 2 Admirals and Vegapunk’s New Technology but they will have to sort their current problems for that to Happen.
